President Sadyr Japarov has signed amendments to the Law «On the Diplomatic Service of the Kyrgyz Republic.» The document was adopted by the Zhogorku Kenesh on April 22, 2026.
According to the presidential administration, the law is aimed at improving the functioning of the diplomatic service, strengthening its personnel potential, and bringing legislation into line with the Constitution and the laws «On the Cabinet of Ministers of the Kyrgyz Republic» and «On the State Civil and Municipal Service.»
Under the amendments, Kyrgyzstan’s Consular Charter will now be approved by presidential decision. The head of state will also determine the procedure for interaction between government bodies in the field of foreign policy.
The law expands the functions of diplomatic service bodies by granting them the right to submit proposals to the president on establishing diplomatic relations with foreign states.
In addition, consuls general of Kyrgyzstan will be appointed and dismissed by the foreign minister in coordination with the president.
The document also introduces the possibility of stripping diplomats of their diplomatic rank and establishes disciplinary, financial, criminal, and other forms of liability for offenses committed by diplomatic service employees.
One of the new provisions is the introduction of the institution of Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic residing within Kyrgyzstan. The procedure governing this position will be determined by a separate presidential decision.
The law also tightens requirements for candidates seeking to head Kyrgyzstan’s foreign missions. Applicants are now required to have at least 10 years of combined experience in diplomatic service bodies, as well as in the international cooperation divisions of the presidential administration and the Zhogorku Kenesh office.
At the same time, in exceptional cases, the president may consider candidates who have made a significant contribution to the country’s state, public, or economic development.
